Protest - Capture CAMA

A Protest is filed when a taxpayer believes his or her appraised value is incorrect. Protests may be filed for both Real and Personal Property. The taxpayer must submit documentation to the county Board of Equalization and attend a hearing in which the case is heard. The Board of Equalization will review the documents and pass judgment on the appraised value. If the BOE rules in favor of the taxpayer the appraised value will be lowered, resulting in a lower tax bill; however, if the BOE rules against the taxpayer the appraised value will stay the same. In rare cases the appraised value will be ruled too low and will actually be increased, resulting in a higher tax bill.

If the Tax Roll for the year has not been finalized, all values entered on the protest will automatically apply to the Final Appraised Value on the parcel; however, if the Tax Roll has been finalized users will have to manually enter the new values to the parcel. Only the Final Appraised Value will change to reflect the override, the individual changes can be viewed in the Protest tab from the Parcel Information Dashboard.

The purpose of this Quick Help is to teach the user how to create, schedule, and finalize BOE Protests in Capture. The help will also teach the user how the taxpayer will file a protest online through the Citizen Access Portal.

1.       Log into Capture

2.       Click the Protests tab

3.       If nothing appears, click Go

4.       If still nothing appears, click Create

Note: Only one Protest group can be created per Record Year.

 

5.       Click the Record Year hyperlink to access the BOE Dashboard

Note: The Board of Equalization section displays all cases and their status. The BOE Parcels row indicates the amount of parcels that could be protested, not actual protest cases.

 

6.       Click on the hyperlinks in the System Parameters region to change globals

 

7.       Click the Cases tab

Note: Check the Silent Hearings box to view cases marked as silent hearings; check the No Show box to view cases that were marked as no show; leave boxes unchecked to view all the hearings.

 

8.       Click Add

9.       Enter parcel information and click Search

10.   Check the box next to the parcel or parcels to be protested and click Add

 

11.   Enter all Contact Info

12.   Check the boxes next to the parcel or parcels to be protested and click File Case

13.   Each parcel will be assigned a Case Number

14.   Check the boxes next to the case or cases and click Assign

15.   Select the appropriate user from the drop-down menu and click Assign

 

16.   Click the Case Number hyperlink to open the Case Information Dashboard

17.   Click the Hearing Info hyper-region

18.   Enter the Title, Hearing Date/Time, and any necessary Remarks, then click Add

 

19.   Click OK when the pop-up appears

Note: Cases should only be scheduled within the time frames set in the System Parameters located within the BOE Dashboard. If multiple cases are scheduled simultaneously Capture will automatically assign consecutive 15 minute hearings to each case.

 

Note: To ensure that no scheduled cases overlap, click the Hearing tab on the BOE Dashboard.

 

20.   To manually change the case status, click the Case Info hyper-region

 

21.   Select the correct status from the Case Status drop-down and enter  any necessary reasons or remarks and click Update

 

Note: To mark the case as No Show, Silent Hearing, or Special check the corresponding box in the Case Info hyper-region and click Update.

 

 

POST HEARING

1.       Open the BOE Dashboard and click Cases

2.       Click the Case Number hyperlink

3.       Click the Market Value tab

4.       Check the box next to the item to be updated, enter the corrected value in the BOE Value box and click Update

Note: If the box is not checked the values will not update.

 

5.       After each item has been correctly updated, enter Remarks and click Finalize

 

Note: Finalizing the values will only update the parcel if the Tax Roll has not been finalized; if the Tax Roll has been finalized, you must open the parcel and key any necessary changes.

6. The Final Appraised Value will now show "[Ovr]" to indicate the amount is a board override

Note: Only the Final Appr. Value will change to show the override, the individual lines will read as they did before the override; the individual changes can be viewed in the Protest tab from the Parcel Information Dashboard.

 

To Manually Update Values

1.       Click the Parcel Number hyperlink to open the parcel

 

2.       Click the Protest tab to view the updated values

3.       Click the General Info tab

4.       Check Out the parcel

 

5.   Click the Assessment Summary hyper-region

Note: The Assessed Value reads “In Progress”.

 

6.   Check the box or boxes next to the field that needs to be overridden, enter the updated value from the Protest tab, then click Update

 

7.   Check In the parcel

Note: Final Appr. Value now shows “[Ovr]”.
