Field Appraising

This help is designed to walk the field appraiser through the steps of creating a custom list, flagging parcels for maintenance, printing appraisal cards, marking cards in the field, and assigning and passing the marked cards to the appropriate person.

Field Work Auditing

This help is designed to teach the auditors how to check that the appropriate changes have been keyed to Capture as well as to teach the auditor how to scan, upload, and attach marked appraisal cards to a parcel.

Field Data Entry

This help is designed to teach data entry clerks to key marked appraisal cards to Capture, complete flags, and what to do with cards with special cases, such as No Change and Mapping cards.

Sales Analysis

Sales Analysis is a method of gathering statistical information about sales for a selected group of parcels.  These statistics are generated by comparing property sales prices with their appraised values.  The sales information used in the Sales Analysis is gathered from deeds that have been processed in Capture.

Manual Flags

A manual flag is a flag that has been created by the user. Manual flags are raised on a parcel when an action has occurred that requires the attention of the appraiser, such as when ownership changes on a parcel with agricultural use. The flag is raised to ensure agricultural use is still valid. In Capture, users are able to create, update, and delete Manual Flags through the Administration tab on the main workspace. These newly created flags are then added to the Parcel Dashboard from the Flags tab. Users are also able to complete, withdraw, or place flags on hold after manual ones have been created and processed.

Mobile Home

A mobile home, which is also referred to as a manufactured home, is a trailer that is parked in a specific area and is used as living quarters. The area that houses the mobile home is considered to be a mobile home park. An advantage of having a mobile home and moving to a park, are the lower costs and the ability to relocate easily.  A Mobile Home Pad is a lot that the mobile home rests.

BOE Protest

A Protest is filed when a taxpayer believes his or her appraised value is incorrect. Protests may be filed for both Real and Personal Property. The taxpayer must submit documentation to the county Board of Equalization and attend a hearing in which the case is heard.

Neighborhood Model

The Neighborhood Model is a Capture module that allows users to organize parcels into neighborhoods and analyze data for those neighborhoods.  Parcels within each neighborhood will share common characteristics such as geographic location, building quality, or common amenities.

Sketching

Capture’s Sketch Module is a tool that allows users to create detailed diagrams of buildings.  Sketches can represent different types of areas within a building and display dimensions of these areas. The Sketch Module allows users to sketch a variety different building areas and features. Sketches can be added, deleted, or modified in the sketch module.
