Checking Parcels In and Out
In order for users to make appraisal and assessment revisions, parcels must be checked out from the General Info tab on the Parcel Information Dashboard. It is important to note that only the user who checked the parcel out will have the ability to make changes to the parcel. Be sure to check the parcel in when all revisions are complete.
Common Functions
There are a few common functions that exist in Capture CAMA. These functions will appear throughout the entire appraisal, mapping, and assessment processes. The edit screens of Land Items, Miscellaneous Improvements, Land Features, Property Address, Sales, and many others have these functions available and perform in the same manner.
Land Items and Features
Land Items and Features can be added, edited, and deleted through the Land Computation and Land Features hyper-regions on a parcel’s General Info tab. Capture allows the user to enter various types of land and the way in which the land is being used. Land used for certain purposes are entitled to exemptions and it is through these hyper-regions that land is classified.
Building Edits
This section includes ways to access the different sections on the Building Information screen to add, edit, and delete items. Most sections require the parcel to be checked out before information can be altered, however, some information, like property address do not.
Appendages
Appendages are additions, such as garages and porches, to the base area of buildings. Capture allows users to add, edit, and delete appendages manually or through the use of the Sketch Module. Appendages can be accessed through the building link on the parcel’s General Info tab and then worked through the Appendages section. Appendages are automatically entered when the Sketch Module is used to create buildings. To access the Sketch Module, click the Appraise button located within the building link on the parcel’s General Info tab.
Construction Units
Construction units are defined as a degree of weight expressed by a number of points that are assigned to each component part to reflect its relationship to the total structure. In order to add or alter the construction units, the parcel must be checked out. When selecting the building and clicking update, the user is able to choose from several subcategories under each category. Also, the total percentage of each unit must equal one hundred percent. Construction units are part of what determines the building’s calculation.
Miscellaneous Improvements
There are various codes for improvements that can be used when appraising a parcel. Miscellaneous improvements are displayed by a description of the feature, the feature's code, the building's class, its value, and the year the feature's value information was last updated. The parcel must be checked out in order to add, alter, or delete a miscellaneous improvement. When selecting the building and clicking update, the user is able to choose from a drop-down of several options. Miscellaneous improvements are part of what determines the building’s calculation.
Sales
The Sales hyper-region is used to document known sales on a parcel. It can be used to add a new sale, edit a sale, or delete a sale. The deed book and page, instrument number, sales type, price, grantor, and grantee name can all be found in this hyper-region. This region can also be used to add parcels to the Index Study.
Property Address
The property address is the actual location in which the property is found. This can be changed from the Property Address section on the Property Card tab on the Parcel Information Dashboard. When selecting the land and clicking Edit, the user is able to add a new address or alter or delete the current property address on file. Altering a property address can only be done for future tax years. A supplement must be created in order to alter the property address for the current tax year.
Parcel Images
Capture allows users to tie images of parcels to the PRC. Multiple parcels may be added to each parcel by selecting either the land link or the building links. Users can also quickly delete images from parcels if needed. Images are a useful tool because they allow the user to look at images of the improvements they are adding to Capture. Images can be uploaded individually or through a multi-import nightly job based on images saved to a specific location. The nightly job will allow for multiple images to be added to multiple parcels simultaneously.
