Defining BOE Protest
A Protest is filed when a taxpayer believes his or her appraised value is incorrect. Protests may be filed for both Real and Personal Property. The taxpayer must submit documentation to the county Board of Equalization and attend a hearing in which the case is heard. The Board of Equalization will review the documents and pass judgment on the appraised value. If the BOE rules in favor of the taxpayer the appraised value will be lowered, resulting in a lower tax bill; however, if the BOE rules against the taxpayer the appraised value will stay the same. In rare cases the appraised value will be ruled too low and will actually be increased, resulting in a higher tax bill.
BOE Protest in Capture
Capture allows users to create new and work existing BOE protest cases. Capture allows the user to schedule hearings based on set system parameters. The BOE Dashboard allows the user to view existing cases, create new cases, schedule hearings, manually change the status of cases, as well as enter the adjusted BOE values to a case. It should be noted that the user will still have to update the parcel manually after the case has been finalized only if the Tax Roll has been finalized. If protests are completed before the Tax Roll is finalized, the BOE override will automatically reflect on the PRC in the Final Appraised Value column. Only the Final Appraised Value will change to reflect the override, the individual changes can be viewed in the Protest tab from the Parcel Information Dashboard. Protests filed online in Citizen Access by taxpayers can also be viewed and worked through Capture.
BOE Protest in Citizen Access
Taxpayers can file protests online through the Citizen Access Portal with the use of a specific PIN. Citizen Access will allow a taxpayer to schedule multiple protests simultaneously if the taxpayer has the PIN for each individual parcel. Protests may be filed online for both Real and Personal Property accounts. The Citizen Access Portal also allows taxpayers to view the status of their protest by using their specific Group or Case Number.
